The City of Cotia received, this Monday (5), the TCESP Citizen Ombudsman Seal – Silver category, granted by the Court of Accounts of the State of São Paulo (TCESP). The award ceremony took place during an event held at the institution's headquarters, in the state capital. Cotia was represented by the municipal general ombudsman, Marcela Prates.
The seal recognizes Municipal Ombudsman Offices that adopt good management practices and provide quality service to users of public services. The initiative was launched this year by the Court of Accounts to assess the level of maturity and the quality of services provided by the Ombudsman Offices.
In this edition, 761 Ombudsman Offices participated, 446 from City Halls and 315 from Municipal Councils. Participation was voluntary and certification is progressive: to reach a category, the Ombudsman Office must also meet the requirements demanded in the previous levels.
During the ceremony, the president of TCESP, councilor Cristiana de Castro Moraes, highlighted the importance of Ombudsman Offices in bringing the population closer to public authorities.
“With an efficient ombudsman office, management is transformed through participation, especially when citizens realize that their voice is heard. That is when democracy is strengthened,” she stated.
For Cotia's general ombudsman, Marcela Prates, the certification recognizes the work developed in the municipality. “It was an honor to represent Cotia and receive the Silver Seal. Next year we will pursue the Gold Seal,” she said.
“Cotia has an Ombudsman Office that listens to the population and seeks to provide a quick response to citizens,” commented Mayor Welington Formiga. “Our city is very large and popular participation is very important to help us identify problems that often need the City Hall's attention. This recognition shows that we are advancing and that we are on the right track.”
The citizen's voice
In practice, the Ombudsman Office is a direct channel between the population and the City Hall. It is through it that citizens can file complaints, reports, compliments, suggestions and requests for action related to public services.
Marcela explains that in addition to seeking answers for individual situations, the submissions help the City Hall identify recurring problems and point out where a service or public policy needs improvement.
The General Ombudsman Office of Cotia serves both users of public services and municipal employees and also manages the Electronic Counter intended for clarifying doubts, and the e-SIC, the access to information channel.
The deadline established for responding to submissions forwarded to the Ombudsman Office is 15 calendar days, in accordance with Municipal Decree No. 7,572/2013.
The Ombudsman Office does not replace urgent and emergency services. For demands related to the provision of a specific service, citizens should first contact the responsible Secretariat and turn to the Ombudsman Office when they need to register their submission or request action.
